Overseas Citizenship of India (OCI) Scheme


Overseas Citizenship of India
Under the said scheme, a Registration Certificate, will be issued to the applicant which will act as a multi-entry visa. This document will have the applicant's photograph, and all the necessary security features.

Eligibility criteria:
The Government of India, on application, may register as an Overseas Citizen of India, any person who:

  • is a citizen of another country, but was a citizen of India on 26 January 1950 or at any time thereafter; or
  • is a citizen of another country, but belonged to a territory that became part of India after 15 August 1947; or
  • is a citizen of another country, but was eligible to become a citizen of India on 26 January 1950; or
  • is a child or a grandchild or a great-grandchild of such a citizen; or
  • is a minor child of such persons mentioned above; or
  • is a minor child and both of whose parents are citizens of India or one of the parents is a citizen of India; or
  • is a spouse of foreign origin of a citizen of India or spouse of foreign origin of an Overseas Citizen of India holder registered under section 7A of the Citizenship Act 1955 and whose marriage has been registered and subsisted for a continuous period of not less than two years immediately preceding the presentation of the application.
  • A person, who or either of whose parents or grandparents or great grandparents is or had been a citizen of Pakistan or Bangladesh, is ineligible for registration as an Overseas Citizen of India

GENERAL INSTRUCTIONS FOR NEW OCI REGISTERATION

Please read the instruction carefully before filling up the form. All applicants are requested to strictly follow the procedure mentioned before processing of applications for registration of OCI cardholder services:-
A. The application form for the OCI card needs to be filled online on website https://ociservices.gov.in/onlineOCI/ - (New OCI Registration)
1. The applicants may submit the application form online and upload photograph, signature (in the case of minors who cannot sign, left thumb impression in case of boy or right thumb impression in case of girl child) and self-attested photocopies of all the relevant supporting documents along with the application. For minors, the Parent must self-attest the documents, otherwise application will not be accepted.

Please upload the following documents (self-attested)
a) Copy of Lithuanian/Foreign Passport (Upload Current Passport).
b) Upload Surrender Certificate and cancelled Indian passport (front and back page details) under Indian Origin Proof.

2. Please submit the printout of application form dully signed Part-A and Part-B in the Embassy with prior appointment.
Please bring following documents in original along with a copy
a) Lithuanian/Foreign Passport.
b) Cancelled Indian passport (front and back page details), in case of renunciation of Indian citizenship. 
c)  Surrender Certificate of Indian passport.
d)  Lithuanian Residence Permit except Lithuanian nationals.
e)  Naturalization certificate.
f) Attach Four recent good quality colour photographs (50x50mm with 70% coverage of face, front view) https://ociservices.gov.in/Photo-Spec-FINAL.pdf
g) A person who has attained the age of 18 years and above must enclose Original of “No Criminal Record Certificate” issued by Ministry of Internal Affairs of Lithuanian Federation.
h) If there is a change in name, you are requested to provide notarized affidavit as well as reasons for change in name to process the application.

Renewal of OCI Card
Applicable in the following cases:

  • New passport issued after age 20
  • Change in personal particulars (e.g., name, nationality)
  • Loss/damage of OCI card
  • Required Documents:
  • Printed online application (under "OCI Miscellaneous Services")
  • Self-attested copy of new passport
  • Copy of current OCI card
  • Two recent photographs
  • Supporting documents for change
  • Bank transfer receipt
  • Biometric enrolment (mandatory)
  • Upload of documents online

Conversion of PIO to OCI Card
Follow the same procedure as for fresh OCI application along with necessary documents as mentioned above. In addition:

  • Submit original PIO card and a copy
  • Biometric enrolment (mandatory)
  • Important Notes:
  • Applicants must read the instructions on the https://ociservices.gov.in thoroughly before submitting the application.
  • Uploading all relevant documents online is mandatory; failure to do so may delay processing.
  • All originals must be presented at the time of submission.
  • Conversion of PIO card to OCI card PIO Card Validity Extended up to December 31, 2025
  • Indian Immigration will accept all Person of Indian Origin (PIO) cards (including handwritten ones) along with valid foreign passport, as valid travel document till December 31, 2025, instead of earlier deadline of December 31, 2024.
  • Indian Immigration Check Post(s) will continue to consider all PIO cards (which were valid as on January 9, 2015) valid for exit from/entry into India till December 31, 2025. This extension of timeline is subject to the condition that if in the meantime, any deadline is notified by the International Civil Aviation Organization (ICAO) thereby making handwritten PIO cards invalid, then PIO cardholders may have to obtain appropriate visa from Indian Missions/Posts.
  • All PIO cardholders (handwritten and machine-readable) are meanwhile advised to convert their PIO card to OCI card before this deadline.
