Passport:
Passports are prepared and printed by Indian authorities before being dispatched to the Embassy for further processing. The initiation of this process depends on the applicant submitting a duly completed Passport Application, along with all the necessary documents. Subsequently, the case is forwarded to authorities in India for review. Upon verification and approval of the provided information, the passport is printed and sent to the Embassy for onward dispatch.
Applicants must exercise caution to ensure accurate information in the application form, the submission of all necessary documents (including photocopies where applicable), and the provision of appropriate colour photographs. Photographs that do not meet the specified criteria will result in rejection, prompting the Embassy to request fresh photographs from the applicants. This, in turn, can cause delays in the printing of new passports in India.
General Guidelines:
1. Fill up the online application:
[Passport Seva] (https://portal3.passportindia.gov.in/Online/index.html) and then take a printout. You need to register first; a link will be sent to your provided email ID for verification. Login and fill up the form. If you want an Emergency Certificate (EC), choose/fill up the form accordingly. EC is only for returning to India. Documentations for EC and passports are similar.
2. Documentation: Prepare the required documentation as per the services needed. For more details, visit the [services hyperlink] (https://embassy.passportindia.gov.in/).
3. Fees: Payment by bank transfer only. Check the amount and make the payment accordingly. There will be an additional payment of Euro 2 (ICWF charges) for all Passport and Passport-related Services.
4. Exercise due diligence while filling up the form and prepare your application/documentation extremely carefully to avoid any rejection.

1. RE-ISSUE OF PASSPORT AFTER FINAL EXPIRY OR IN CASE OF PAGES EXHAUSTED
New/Re-issue of Passports for Adults:
A new passport can be issued upon the expiry or up to one year before the expiry of any passport with an initial validity of 10 years. To apply for a new passport, you need to submit the following:
a. Duly filled and printed online application form with two ink signatures (first page below the photo and last page in the signature box). Kindly mention the proper Indian address in the application form for the purpose of Police verification (two addresses are required in the application form, one address should be from India and the other/current address in a foreign country).

c. Current passport (Mandatory)
d. Self-attested copies of the first and last page of your current passport
e. Self-attested copies of your residence permit (both sides)

NB! If any of your personal details have changed since the issuing of your current passport (i.e. change of name, change of printable address in the passport in India or abroad, update of marital status), you will need to submit additional documents.
i. Additional documents required for change of printable INDIAN address in the passport:
- Proof of the new address such as a copy of your voting card/Aadhaar card/driving license/electricity bill, bank statement, rent agreement, etc.
j. Additional documents required for change of printable FOREIGN address in the passport:
- Proof of the new address such as a copy of the electricity bill, telephone bill, bank statement, rent agreement, etc.
k. Additional documents required in case of change in Name:

- Clippings of two local newspapers in India or the Gazette notification of the concerned State Government, as the case may be; and
- At least two public/school documents issued in the desired name to ascertain that the applicant has actually changed his name.
OR/Alternatively Documents required from Lithuania:
- For those who have been staying abroad on a long-term permanent or work, student visa/permit, two public documents issued by the local (Estonia) government/local school/educational institution where the student is enrolled may be accepted. This would not be applicable for temporary residents and visitors from India or third countries.
l Regarding SURNAME – If any applicant wants to add/shift the surname from the given name, it may be allowed subject to the production of at least two public documents in the said name. For example, if an applicant held a passport in the name of SANJU MOHAN PRASAD with the SURNAME blank, he may be allowed to enter SANJU MOHAN or SANJU as the FIRST NAME and PRASAD or MOHAN PRASAD as SURNAME.
m. Change/add-in Surname after marriage
If your surname has changed after marriage and you want to apply for a new passport in your married name, you will need to submit an affidavit for change/add in surname [affidavit change of name after marriage pdf](#) [Note: Provide the actual link if available] together with your passport application. You are also required to furnish the following additional documents: Copies of your spouse’s passport/Aadhar Card/Voting Card
Please note that you must submit a complete application with relevant documents. In case of an incomplete application due to any missing relevant document, it will not be processed, and there could be a delay than the usual processing time.
2. RE-ISSUE OF PASSPORT OF MINOR (LESS THAN 15 YEARS)
In normal circumstances, while submitting the application, at least one parent with passports of both parents has to be physically present at the Embassy. When submitting the application, you need to submit the following documents:

3. BIRTH REGISTRATION OF A NEW-BORN BABY WITH THE EMBASSY WITHIN ONE YEAR FROM THE DATE OF BIRTH AND ISSUE OF PASSPORT - TO BE SUBMITTED IN PERSON
The child must be registered with the Consular Section of the Embassy within six months of birth. At least one parent with passports of both parents has to be physically present at the Embassy while applying for an Indian passport for a newborn child. In case of delay in Birth registration within one year applicant may contact Embassy.
Steps to be followed:
Step 1:
- Visit [https://embassy.passportindia.gov.in/](https://embassy.passportindia.gov.in/). Apply for a fresh passport for the newborn. Take a printout of the application form. Put the thumb impression of the child in dark ink (on the first page below the photograph). Please note that the thumb impression must be clearly visible and within the designated box. The last page of the application form should be signed by the parent(s).
Step 2:

Make sure to upload signatures of both the parents while filling the online application. Take a printout of the online application. Both the parents are required to sign the second page of the printed application form.
Fees: The required fee (Euro 38 for Passport and Euro 27 for Birth Certificate. Total Euro 65) may be transferred to the following bank account of the Indian Embassy:

Step 3:
a. At least one parent has to visit the Embassy on any working day between 9 .30AM -12 PM with the following documents:

d. Printed copy of the duly filled in and signed by both the parents of Annexure D
e. Printed copy of the fee transfer receipt

i. Self-attested copy of the Extract from the local government population system. If the extract is not available, a copy of the Birth Certificate issued to the child by the hospital may be submitted.
j. Self-attested copy of proof of address in India. Passport copy parents Passports, Voter id card/Aadhaar card/Driving license/Electricity bill, etc. may be submitted.
k. Self-attested copy of the marriage certificate duly apostilled.

4. New/Re-issue of passports for Adults in lieu of lost/stolen/damaged
To apply for a re-issue of passports, the following documents are required to be submitted:
a. 5. CHANGE OF NAME (SURNAME/MIDDLE NAME) FOLLOWING A MARRIAGE OF INDIAN WOMEN IN THEIR PASSPORTS
Upon marriage, if Indian women citizens wish to change their names (change/addition of surname), they can do so by following a procedure of submitting the following documents with the Embassy:
a. Online Passport Application form completely filled at [https://embassy.passportindia.gov.in/](https://embassy.passportindia.gov.in/).

c. Original Passport with Self-attested photocopies of the first and last pages of the passport.
d. Original Passport of the spouse with Self-attested photocopies of the first and last pages of the passport.
e. Copy of Residence Permit/card.
f. Affidavit regarding the change of name.
g. Marriage certificate issued by the Registrar of Marriages (it must be attested by the Home Department of the concerned State Government and then attested/apostilled by the Consular Division in the Ministry of External Affairs in New Delhi).

KINDLY NOTE THAT CHANGE OF NAME AFTER MARRIAGE AS PER THE ABOVE-MENTIONED PROCEDURE IS ALLOWED TO A FEMALE INDIAN APPLICANT ONLY. TO CHANGE THEIR NAMES, INDIAN MALE APPLICANTS IN ALL CASES AND INDIAN FEMALE APPLICANTS IN CASES OTHER THAN MARRIAGE ARE REQUIRED TO FOLLOW THE NORMAL PROCEDURE AS MENTIONED BELOW.

6A. MINOR CORRECTION IN NAME AND SPLITTING OF NAME INTO GIVEN NAME AND SURNAME
The following cases of minor correction in name and splitting of the name will not be treated as 'name change cases' and will be considered as under:-
(i) Spelling correction/change of spelling which phonetically does not result in change in name (e.g., D’souza to De Souza);
(ii) Variation of a name as mentioned in Birth Certificate (e.g., Sanjiv to Sanjeev)
(iii) Shifting of words/changing arrangements of various parts of the existing name without inserting/deleting any words /letters in the existing name (e.g., Parmeshwaran Shiva Kumaran to Shiva Parmeshwaran Kumaran). The most recent name as shown in at least a couple of personal documents, educational certificates, etc. issued by Government authorities are to be submitted in such cases.
(iv) Splitting of the given name into the first name and surname may be allowed subject to the production of at least two public documents in the said name
(v) Proof of payment (Fee-receipt). Payment by bank transfer only.

7. EMERGENCY CERTIFICATE

IN CASE OF DEPORTATION OF INDIAN NATIONALS BY POLISH/LITHUANIAN AUTHORITIES
In the case of deportation of immigrants caught by the Polish/Lithuanian Police authorities for repatriation back to India, the police authorities need to either deposit or send by post the following documents to the Embassy for the Embassy to process the case further:
- Completely filled in Emergency Certificate Application ([https://embassy.passportindia.gov.in/] (https://embassy.passportindia.gov.in/))
- Letter from the police authorities explaining the circumstances (including the charges levied) under which the individual needs to be repatriated, four color photographs, photocopy of the passport of the person (to be held in establishing the identity/nationality of the person).
CANCELLATION OF INDIAN PASSPORT/SURRENDER OF INDIAN NATIONALITY AFTER ACQUISITION OF FOREIGN NATIONALITY
Instances have come to the notice of the Embassy wherein Indian nationals have been found to be using their Indian passport even after acquiring foreign citizenship/passport.
If a holder of an Indian Passport acquires the nationality of another country, he/she must immediately surrender his/her Indian Passport forthwith to the nearest Indian Mission/Post abroad. Unauthorized possession of an Indian Passport shall constitute an offense punishable under the Indian Passports Act, 1967.
In order to renounce Indian nationality, the person is required to fill up a form as well as a declaration form under the Citizenship Act, 1955. He/she is also required to surrender the Indian Passport which will be cancelled by the Embassy, and a ‘Nationality Surrender Certificate’ will be issued to the person.
